The site plan approval process insures orderly development in the unincorporated County through compliance with zoning standards like setbacks, parking and loading, floodplain regulations, screening, landscaping, and outdoor lighting; site development standards like storm water drainage, water quality, and erosion control; and access standards for driveways. Developers or property owners must obtain Site Plan approval from St. Charles County to:
Construct or build an addition to an institutional, commercial, or industrial structure within unincorporated St. Charles County
Convert an existing structure to an institutional, commercial, or industrial structure within unincorporated St. Charles County
Change the use of a site, when the Planning and Zoning Division Director requires such approval
Site plans must be prepared by an engineer or architect licensed by the State of Missouri, unless waived by the Director of Community Development. Site plans must at a minimum include the information specified in Section 405.525 of the Unified Development Ordinance. If the property owner is to have the structure or site occupied before improvements required with the approved site plan are completed, a performance guarantee may be posted to insure construction, per Section 405.525.G.
Complete applications must include payment of the fee specified in Section 425.020.G of the Unified Development Ordinance.
