The St. Charles County Administration Building at 201 N. Second Street in St. Charles is open to the public with normal operating hours. Access is limited to the first floor. Upon entrance to any County building, employees and the public are encouraged to wear cloth facial protection, and everyone is required to have a health screening, including temperature check, before entering. Those with a fever or who have other COVID-19 symptoms will not be permitted to enter the building. View release for more information.

The Community Development Department has a representative in the lobby behind a plexiglass shield in a shared space when needed. Visitors also are encouraged to call 636-949-7346 to make an appointment in advance.

This website will be updated to reflect any changes in facility or department services. The public is encouraged to continue accessing County Government services by phone, email and online when available. Thank you.

Avoid crowds and save time with real-time status updates. Visitors to the Community Development Department can join a virtual queue from their mobile device or computer using the free QLess app, or by checking in at the kiosk in the Administration Building lobby. QLess is available for Building Permits and Licensing, Code Enforcement, Homeowner's Exam (by appointment only), Land Development and Engineering, One Stop Development Assistance, and Planning and Zoning.

About Us 

The Community Development Department is comprised of three divisions: Building and Code Enforcement, Development Review, and Planning and Zoning. The divisions provide services relating to permitting and inspecting new construction, community planning, zoning, subdivision matters, code enforcement inspections, and review and approval of development improvement plans.

Public Notice of Regional Fair Housing Study and Related Community Survey

The St. Louis HOME Consortium is conducting an Analysis of Impediments to Fair Housing Choice (AI). The consortium includes St. Louis County, St. Charles County, Jefferson County, the cities of Florissant and O'Fallon, and the Housing Authority of St. Louis County. The study identifies barriers to equal access to housing and neighborhood opportunities and proposes strategies to overcome those barriers. It is required by the U.S. Department of Housing and Urban Development (HUD) so that the Consortium members can continue to receive federal housing and community development funds.

The community's opinions and perceptions are an important part of this planning process, and everyone is invited to participate. Your input will provide essential information to local policymakers, city and county staff, housing providers, social service providers, lenders, and affordable housing advocates.
