Flash Flooding Damage (Aug. 10, 2020)

Residents of unincorporated St. Charles County, Augusta, Cottleville, Flint Hill, New Melle, St. Paul, and Weldon Spring who experienced damage from this weekend’s flash flooding and have questions or concerns can contact the Division of Building and Code Enforcement at 636-949-7345 or bce@sccmo.org. Other county residents should contact their municipality.

COVID-19 Latest News (Updated May 29, 2020)

The St. Charles County Administration Building at 201 N. Second Street in St. Charles is now reopen to the public with normal operating hours. Access is limited to the first floor. Upon entrance to any County building, employees and the public are encouraged to wear cloth facial protection, and everyone is required to have a health screening, including temperature check, before entering. Those with a fever or who have other COVID-19 symptoms will not be permitted to enter the building. View release for more information.

The Community Development Department has a representative in the lobby behind a plexiglass shield in a shared space when needed. Visitors also are encouraged to call 636-949-7346 to make an appointment in advance.

About Us 

The Community Development Department is comprised of three divisions: Building and Code Enforcement, Development Review, and Planning and Zoning. The divisions provide services relating to permitting and inspecting new construction, community planning, zoning, subdivision matters, code enforcement inspections, and review and approval of development improvement plans.

Public Notice - Agencies May Apply for Community Assistance and CDBG Funds

The Community Assistance Board of St. Charles County is accepting online applications for funding from the County’s Homeless and Indigent funds for the 2021 funding year. Also, an application for 2020 Community Development Block Grant (CDBG) funds for Homeless Prevention Program is available. Non-profit agencies may apply for these funds to provide services to the homeless and indigent in St. Charles County.

State of Missouri Action Plan for the 2019 DR-4451 Disaster Recovery

The Missouri Department of Economic Development is seeking comments on a draft State of Missouri Action Plan for using federal disaster funds in St. Charles County. The plan can be found online.

The purpose of the plan is to provide a framework for spending approx. $30 million in federal disaster recovery funds statewide in response to significant flood, tornado, and wind damage in 2019 (Federal Disaster No. DR4451-MO). Congressional approval of DR4451-MO disaster funds mandates that at least 80 percent of these funds be allocated for the three Missouri counties most impacted by the disaster: Cole, Holt, and St. Charles. Based on a needs analysis, the plan proposes that $15,530,460 million of this federal disaster funding be allocated to assist St. Charles County for housing programs with no funding for infrastructure or non-housing projects.

The public comment period is July 30 through Aug. 29, 2020. Written comments may be submitted by email to mocdbg@ded.mo.gov and/or by mail to the Missouri Department of Economic Development, P.O. Box 118, Jefferson City, MO 65109.
